Expedite Request was not accepted for Pre-Completion OPT

I have applied for pre-completion opt because I will be graduating in april 2014, right now left with only capstone project. My internationl advisor suggested me to go for pre-completion opt. I have a job offer with the joining date on OCT 15. I called the USCIS on sept 23 and requested them to expedite the process, and the next day I got an email saying ' we are unable to expedite your application right now, please call us back after 15-20 business days''. Some how I managed to convince my recruiter to wait for 2 more week.. i.e till Oct 31.

I have booked an appointment at detroit USCIS office.. on 10 Oct, to know why my request was not accepted. So I will be calling USCIS again around oct 21 to request for expediting the application. and will be hoping to get it on time, i.e before oct 31.

my question is:1) Is this normal ? in not accepting the expedite request?
2) Can I do volunteer work for one or two weeks.. until I get my ead card? at the same company>> ?

Right now there is government shutdown which means immigration department n any government related work is close. So it is advisable to wait for few days till its back in action. About volunteering, depends on your company. Talk to them about it

I called USCIS they said they are working normal ( no shutdown issue with them )
