can I still get opt after starting a new degree

Hi,
I graduated with masters in August 2013. And now I am enrolled for PhD. But I got interview calls from my previous job applications, and I am interested in pursuing them.
My question is, can I discontinue my PhD now and get an opt as I graduated like a month ago?

I think you can.. For ex:

http://internationaloffice.berkeley.edu/students/training/f-1/opt

The earliest you can apply for OPT is 90 days before your "completion date."
The latest date the USCIS will accept your application is 60 days after your completion date.

So if its just been a month since your graduation, I think you can still apply within the next month.
