Transfer from F-1 to H-4 before start date of my husband's H1B

I'm currently on F-1 VISA. Can I apply for change of status in August from F-1 to H-4 before my husband's approved H-1B kicks in from October? If not when is the earliest date that I can send my application to USCIS? Once I apply can I withdraw from my university during pending change of status after my case is received by USCIS?
