If I return back to my Home Country, Am I still eligible for 20,000 H1B Cap?

I am a STEM graduate student. Unfortunately if I don't get H1B visa after completion of my OPT & had to return to India, am I still eligible for 20,000 H1B cap reserved for STEM students?

First of all the Bill has just passed Senate...it has a long way to go..It is now in the House which is dominated by Republicans...and they are strongly against it.....
