Do I elgible to file H1B petition with 3 years bachelors degree and Master from US university ?

Hello All, I'm the masters graduate from computer science background, Now I'm on my initial OPT working with some 'X' client. My employer is willing to file H1B petition for FY 2017.
But coming to my educational background I have 3 years bachelor's degree from India, I do not have any past working experience. So my question is I'm I eligible to file H1B petition as I do not have 4 years bachelors. Is there any exception If we have the Masters degree? Please provide me with your suggestions and opinions.

Any help will he deeply appreciated.. Thank you!

Anyone in the world can file H1B. If you did your Masters in US, you could qualify for the Masters quota or else it will be a regular quota application.
