I am currently on f1 visa and got my h-1b approved and starts Oct 1 , 2016. I am planning on visiting India sometime in Jan, 2017 (Chennai consulate). I have a 2-3 unpaid parking tickets and phone bills that went to collection agency. It has been more than 4 months, but I got to know about this only now as I keep moving and changing address often. I am not able to pay now - they say my case was transferred to another one and that agency is unreachable. Now, will this affect h-1b stamping at the consulate-Do they have records on debt?

Nope. Immigration and visa issuance comes under the jurisdiction of the federal government. The unpaid parking tickets is the money you owe to your local state dmv, which does not share records to federal government. And your collections/credit report is a private affair.
The federal government has not the need nor the resources to look into these matters.

I had one unpaid bill collection of hospital which I had already made payment. ,I did filled dispute and they removed it from my credit history. Try filling dispute online may be through credit karma or , usually collection agency have their own website and option to file the dispute and make payment . Also you can try to call them.
