H1B through, petition docs pending

Hi,

I got through the H1B lottery this year. But its already Sept end and my employer has still not received the petition docs required to get the visa stamped. Is this is a matter of concern? Tentatively by when should I ideally receive the docs? I am based out of India and not in the US. Could that be a reason for the delay?

USCIS has prioritized H-1B cases file for F-1 visa students. Most other H-1B’s are still pending are just beginning to be approved or get RFE’s.
