H1b premium rfe date

Hello All,
I received rfe on my h1b from uscis. I replied with all necessery documents on 5th august. According to FedEx tracking packet was received and signed by USCIS offcial on 8th August. However my status did not change right away. As matter of fact, it changed only on 19th AUgust to -"USCIS received your RFE response". Now becasue my case is premium, I am not sure if 15 days clock will start from 8h August or 19th August. I am also not sure what took USCIS 11 days to change my status in first place.
Please Advise.
