Traveling to India on OPT STEM, stamping for H1B petition approved in 2014

Guys,
I am on OPT STEM extension that expires April 2017 and my F1 visa expires in Dec 2016. My H1B petition was approved in 2014 lottery through a consultancy company but I have not done the change of status and I have a few questions:

1) I am planning to go to India by the end of June this year and need to get H1B stamped. Since it was picked up in lottery 2 years ago and I have not been to India, Will that be a problem ? What should I expect ?
2) If my H1B stamping is not approved, can I still come back to US on F1 visa in July ? STEM expires next year.
3) I will not get my F1 extended till the end of OPT STEM expiration, Because i already completed my master's ?

I am assuming u got 797b ( with out cos for u r h1)

3 i would not recommend it . But technically u can extend it .
