H1 B premium process , can i change company

Hi All,

I am on OPT and I have asked my employer to do H1B premium Process for this year.

1) When will get the approval or denial notice ?
2)If Approved can i change company before OCT1 2016?
3)What is the process to get in to other company ?
4)If I can not change company before OCT then premium process is needed?

5) Stupid question : can i change company while h1 is in pending status as i am on opt and once it is approved can i ask the other company to transfer h1 on OCT1
