Is the employer liable to send me a document if filing is not picked up in lottery or they can just inform me that[I] my filing was not picked up in lottery [/I]through email?

No, technically they are not. Since you will presumably be covered by Cap Gap, they only need to tell you the petition has not been chosen. If the petition has been chosen, they must give you a copy of the receipt so you can present it to your adviser in order to update your I-20 and SEVIS record.

If lottery is nit picked USCIS send back the entire package along with the associated fees. If you want to be sure, you can ask ur employer or the associated law firm for the returned documents.
