H1B petition picked in lottery but got an RFE. Can i get my petition transferred to another employer?

This year, I got my H1B petition picked in lottery but got an RFE. My employer is yet file the response for RFE.
1. Can i get my petition transferred to another employer before my current employer files the response and proceed with same H1B petition? If yes, what would be the procedure?
2. If my current employer files the response and the petition gets rejected, Is it allowed for me to go another employer for taking the H1B petition with further processing (as my petition is in H1B cap for 2016)?

Please assist.
