On Stem Extension expires in Nov

Hello,

I have heard of Permanent Resident for Canada is a good option for H1 rejection.

I am on my Stem OPT which expires this NOV. So can I apply for Permanent residency in Canada even if I do not have a job over there? What are the pros and cons of this?
