H1 Picked, still Fee refund???

Hello All,
I am in a real geopardy here . I would appreciate if you guys will help me out in following case -
On june 26th , I was notified that my h1 was picked up in lottery and got the recipt. For next few days status was my casse was received. On july 14th status changed to "Your I-129 fee will be refunded, this will not affect processing of your application". I had applied in regular quota not the premium. What I dont understand here is, if my h1 is picked why are they refunding my fee. Does this mean, they have changed their decision and are rejecting my visa now?

You need to inquire with your employer and the attorney. If the petition was rejected, it should have been returned by now.

If you were on f1 ask dso if there was a chnage of status request in their sevis system...

I think uscis holds few extra cases... what does your lawyer say??

I have had the same status since 29th May. I don't have a clue what is going on. My employer says that USCIS picked up the petition in lottery by mistake and that's why they are refunding the money. The status on my SEVIS and even talking to USCIS customer service says that H1b is still pending. Please let me know when you find out anything more. Thanks

What does your case status show after you were acknowledged that your application was rejected? Where did you get that information?

I haven't gotten any update since mid June "refund was mailed"
