Obtaining Client Letter from Govt. client for RFE

Am currently working as a contractor with a Federal Client. My H1B application got picked up in lottery this year. Got an RFE for which my employer says we'll require client letter. When I had joined the project 6 months back, my manager at federal had refused giving client letter saying its against their policy. Now my employer says I need to anyhow plead my manager to provide client letter for me to be safe. I am stuck badly.
1. How and what shall I communicate to my manager?
2. What other alternatives I have to make my case stronger to get approval?

Try to get an official email from your manager stating.. Employee *** working in Federal project *** and as per company Norms, we are unable to give client letter and his/her project ends on ****.. USCIS accepts this kind of letter but try to plead ur manager if that doesn't work then go for above...

try to send all the documents that will tell that u are woking for the client like time sheets if u r using field glass it will be saying u r working for so and so .your badge if issued by client and few things

Not all Clients would give the Client Letter especially Federal and Bank Clients.
1. I told my manager that I need to buy a car and need proof of employment (Bank Client after refusing to give Client Letter). He did give me.
2. You need all the SOWs between your client-vendor-employers. You should be good.
