H1B Receipt notice Meaning

Dear members,

Today my lawyer told me that they received a receipt number for my case and said that they will update more when they receive additional decision.
When I use that receipt number it says on USCIS that we sent you a notice that says how we will handle your case.

My case was file normal Masters quota and consular processing (instead status change)
My DSO also told me that my SEVIS was showing pending change of status.

Does that mean it was picked in lottery or is everyone issued a receipt number?

Congratulations! You were picked in the lottery. Only those who are picked get a receipt notice.
