H-1B - change of status vs consular processing

1. What are the pros and cons of applying h-1b via change of status and h-1b via consular processing?Which is a better option when filing for h-1 next year if I did CPT from day 1?
2. What are the documents needed for consular processing? Should I submit CPT, OPT I20's as with change of status?
I heard that doing second masters and getting cpt might result in RFEs and change of status denial.
