Can we apply to OPT STEM extension if not selected in H1B lottery?

Hi DesiOPT,

My e-verified employer applied for H1B this year and have not heard from USCIS yet which might mean I am not selected in the lottery. My one year OPT ends on Dec 31st, 2013. Will I still be able to apply for OPT STEM extension?
