Which dependant visa to apply for?

I got a full time job offer and they are processing my h1b for this april. My current employer wants me to work till mid April and My new employer is fine with mid April joining date.
I have few questions about that then:
1. I am on STEM extension right now, Considering my H1b will be in process in april, is it ok (legally) to join new employer after they file my H1b? will it create any problem?
2. I want to apply for my wifes dependant visa in May 2015, Which visa I should apply for - F2 or H4?

2. F2, your H1 will be active from Oct 1st if approved.

2 on h4 she can not come here till oct1 ( if u apply f2 and u r h1 approved with cos on oct1 then she can only stay on f2 till sep 30 .. U have to apply cos before sep 30 )
