Can i apply to H1b visa while studying MS

Hi readers,

My question is can i apply to H1b visa while studying MS. I am on a regular F1 visa with no CPT, OPT(My university does not offer CPT). My MS won;t complete before the next H1b filing year starts.So am i eligible to apply for H1b while i am studying MS?

Or Do i need to enroll for CPT or OPT in order to apply for H1b visa.
