H4 Visa stamping

Hello everyone,

I'm currently on STEM OPT (valid through Dec 2014) and I got my H1B approved for FY 2015 starting this October. I don't have my H1B stamping yet. I recently got married and want to bring my wife to US on H4 in 1st week of October. My question is, can I schedule for H4 stamping interview for my wife without having my H1B stamping done? If yes, is last week of September a good time frame?

Also any tips and suggestions for H4 visa interview is appreciable.

Yes h4 stamping doesn't depend upon whether H1 stamping done or not
2) yes from the month of September you and your dependent are eligible for stamping
