Question for H1B transfer

Hello,

I have Master's in Electrical Engineering.
Presently I am working as Electrical Engineer since 2010.

I have one year experience as Programmer Analyst in an IT company in India before Master's.

I am planning to switch to an IT job which is willing to file for my Greencard.

Will there be any issue in H1B transfer since it is non IT to IT job.
Also can my new employer file GC in EB2 though my major is not IT but EE?

If anyone has knowledge about this, please let me know.
