I would like to know if H1B visa can be issued twice.Lets say i get selected for H1B after my masters and then after working for 2-3 years i decide to do a PHD.So i would like to know can another H1B visa be issued then after doing PHD since i had already been issued a H1B visa once ??

Yes. No more lottery hassle as well if you are already issued a H1

Yes you can. One is eligible to have H1b for 6 years. After first 3 years you will not be counted in the Cap when you renew for next 3 years. However, after that you may have to leave the country for a year and then come back to the States with new H1B. This time you will be counted in the CAP.

So per your question since you will be on F1 when doing your PhD so when you reapply for H1B you will apply in CAP exemption for Masters or higher degree.
