H1B/Premium Processing/Vermont/RFE/CoS

Hi

My H1B petition (premium processing) was picked in the lottery this year.
My status on USCIS website currently shows REQUEST FOR EVIDENCE (RFE) -

1. How long will it take before I can get a decision ? Is the 15 days premium processing count reset once USCIS receives missing document/info ?

2. My petition was filed under CHANGE OF STATUS. Is it possible to change it to CONSULAR PROCESSING after providing the missing doc/info to USCIS so that I can travel to India ?
