Prevailing wages, Job zones-- H1B

Hi,

How important are the Prevailing wages and Job zones?
Acc to flcdatacenter.com, I fall under the job zone 4 with my present job description and pay, can this cause problem for H1 processing?
Is this year's H1-B lottery?
Will applying in premium help with the application acceptance at all?
