How to Apply H1 with 15 years(B.Com General) of Education

My friend came to United states for MBA & did bachelors in Commerce (B.COM General) from Osmania University and came here right after the bachelors, due to some financial issues he did MBA here in Un Accredited university and applied H1 this year but his H1 got denied because he don't have Masters / Bachelors related to IT. His employer filled in-house project as an system Admin but it's denied. what are the possible chances for applying in Apr 2014 and how should he defend his education as 16 years of Education.

Do he have to Enroll another masters in a University for MIT course (Masters in Information Technology) as he cannot do MSCS (Bachelors was BCOM), Does any 1 of you / your friends come across with this problem ?? would really appreciate your help / suggestions. ?
