Can I apply for I-20 while H1 is processing

I am a F1 holder and my H1B petition is currently under process. Filed a regular process and the status went in to RFE around October. Submitted all the required additional documentation in regards to the RFE, 3 weeks back. Havnt received any update yet. In case my H1B petition gets denied i might have to look for another option like getting an i20 and stay on F1 status. There are chances where my H1B wold get denied in the middle of the semester and no University would give me admission at this time. My question is that if i apply and get my admission and i20 now for the spring 2014, will my H1b petition be withdrawn. Are these related in any way?
