Hi My OPT is getting expired on Feb 23 and as per US regulations I can stay 60 days legally after my OPT Expires.
-Does this mean I can apply for H1 in April (which lies in 60 day period) for the second time ?

yup u can apply for h1 .. from april to sep30 u can stay on cap-gap but u can not work ..

I would confidently say yes if it was a J-1 visa. The same thing happened to me, they approved it. I am not so sure about H-1, but I am going to go ahead and say yes they will!

Yes you can but make sure that you never travel in cap gap period

Yes...Please dont apply for any other schools first once you get your H1b picked or send the docs get the new i20 then you can whatever you want.... Dont forget to do that.... GooodLuck....
