My friend deported from US airport during 2016 F1 visa university issue

Hi All,
As many of you are aware that lots of students from India were deported at the US airport and sent back due to the fraud universities issue.
My friend also deported at that time and now planning to apply again to US as F-1 student or at least as a H4 dependent after marriage.
Is it possible for her to ever come back to US.
Please help with your suggestions.
