Consultancy not giving letter of experience, any chance of F1 OPT RFE after second masters?

I am currently working at a consultancy in training phase, but not really liking it, so I am thinking of doing a second masters. My employer is not willing to give me any letter to prove my employment and there are no pay stubs or anything. So if I quit then I would currently be out of status as my unemployment period would have exceeded by now. I am planning to go back home and come back for school.

I am worried about when I would have to apply for OPT after the second masters. Will USCIS ask for employment records from now?

You don't get a second OPT. Only one OPT per degree level.

I think you can get the OPT if you haven't used up the first OPT, but not sure about the situation in the question.
