only paper filing is available now a days 2)u need to send to texsas as it is near to you if you send it to california only your file will be moved to texsas 3) 5 months its taking now i applied to california service center on jan 26 still pending

I am not sure as last thing that I saw was uscis is not accepting online petition via elis
Please google this as I don't think you can file cos at texas... California and your school will do this...
Cos is taking roughly 8 months... You cannot start your school till then and would need to maintain h4 status... Good luck

Hello,
I'm going to change my status from H4 to F1. Please help with answers for taking the right decision.
1. Which is the best way to send COS application? Through paper Filing to USCIS center or USCIS ELIS online filing? Which way is the quickest and safe?
2. I'm at Texas. Am I allowed to send out the documents to California Center as it's the quickest, or a Texas resident have to send it to Texas center only?
3. I have only 3 months time. How many months will the Texas center take approximately for the approval.
