Hi. I am on H4 and in process of visa transfer to F1. I will be graduating in August 2016. I am confused that should I follow the process of visa change within the U.S. as the time for visa change will take 7-9 months as per USCIS Or should go to other country like Canada and get the F1. Is there anyone who followed the second process of visa change outside the U.S. ? If yes, then please help and suggest.

You should be on F1 for atleast 1 year before you can avail of OPT benefit or even CPT (In some universities) Your main purpose to get F1 would be to work in future (If i am not wrong), so the sooner you have your F1, the sooner your one year clock starts (If you're thinking about OPT) If all your documents are in place getting a stamp from Canada or your home country shouldn't be a problem.

it is safe to change here in usa rather than going to india or canada if you are in first or second semister then you can go any where but at this point you are going to finish your masters in anthor 6 months .IO will ask why you want to change to f1 ? do you have any strong reason why you want to change at this point .probability will be 50 -50 .the same question may arise here as well but you will get as RFE where you can seek attornet advice to answer.
