Low GPA - University Transfer

My brother completed his 1st sem at UB, CT. He got low gpa with one F, and B,C.

Is it too lates to tranfer to different university now?

What are the colleges that still accept applications and give admission to low gpa students.
He wanted to go to SVU. But worried about recent news of students going to SVU were not allowed to board the flight in HYD, per US instructions.
