H4-F1 stamping in India

Hi all,
I am currently on H4,started pursuing masters in Fall 2015.My husband's labor is in process.I would like to convert to F1 in December 2015 and I'm in a dilemma to decide whether to apply for COS here or go to India for stamping.Please suggest me which is good.
