Hello ..... I was out of status from April. I am filing reinstatement to get into status now... International office people said that I can not get OPT because I have to be in status at least one year by the requested start date of opt.. I have done with all my courses I don't have any course to complete .. Is there any chance to get an OPT.

Yes, the DSO is correct, one academic year at an institution on an F-1 is required to apply for OPT. If tis would be an option you could enroll into a new program at that school or another to meet that requirement. I have helped a few students in that situation at Sullivan University where I am an International Admissions Officer. If you would like more information, or just free advice you can message me.
