Changing university on H4

Hi ,

I am a full-time student doing M.S in X university on H4 visa status. I have applied from X university for F1 visa 2 months back.
Now I am planning to move for Y university because of personal issues.

My questions are:
1. My H4 visa is valid till jan, if F1 visa decision takes time beyond Jan 7th will I be out of status or is it ok since i have applied for F1?

2. Will there be any problem caused by University X for transferring since I have applied for F1 from X university and status is in progress.

Should I wait till I get the decision and apply for transfer for Y university?
Please provide me your suggestions.
