My F1 visa expired, Travel outside of USA

My F1 visa expired I am on OPT extension valid for one more year i am working full time can I go to Canada and get F1 stamped so that I can travel outside US and come back

Isn't that risky? I believe it can be stamped in India only. Could dat b done in Canada?
