1 hmm i am sorry about my criticism .. if u wish to do phd u would have find ans to this question by u r self ..
2 yes u can get back to phd even u are in STEM ..
3 applying for stem is better if u apply 3-6 months before u r end of OPT
4 if u are asking legal question then yes .. but to do job u have to have valid work permit ..practically it is very difficult to manage both
