CPT Eligibility while out of status ?

Hello ,

My OPT application got denied in July and i am currently enrolled in my second masters . I am currently out of status and i am applying for reinstatement . When will i be able eligible for CPT and will i be eligible for OPT immediately after my reinstatement .
