day 1 CPT and unauthorized employment

1. Will USCIS consider day 1 CPT as authorized or unauthorized? Is CPT given by college or by the government? Will college report to the government that the CPT has been issued?

2. In OPT, there is an EAD card, whereas in CPT, when the company asks for work authorization, is it ok to just present the i20 given by college?
