How long can we stay in US while COS is pending

I have applied for COS from F1 to H4 for my wife in Sep and got the receipt on Sep 18th, 2017. Her F1 status ended on Sep 30, 2017. Its been more than 5 months and there is no update yet on her I-539 application for COS to H4. Can she stay legally as long as the application is pending with USCIS or is 120 days the max duration allowed? Please help!
