H1B Transfer-Please need Advise

Hello, Urgent need for Advise.

When you are currently working for a company (A) on H1B transfer Receipt copy with valid payroll (Final Decision or Initial RFE still pending) can you initiate a H1B transfer to company (B)?

What are the chances for approval and are there any complications involved? It has been very difficult period during this COVID time. So, Kindly Please share your thoughts!
