    OPT queries

I applied for my F1 OPT and my case receive date was March 9th, 2020. Since then the case status is "Case was Received" and it's been about 115 days already. I have a joining date that I already postpone twice. My expedite request also got denied saying its well within the processing time of 5 months.
I have the below questions that need clarification,
    1. I submitted my OPT requested I-20 (latest) which holds a record of my CPT and not the I-20 that I received for CPT separately. Would that be an issue or should I mail them now?
    2. The bottom left corner of the I-765 form I submitted has the date mentioned as 5/31/2018 while I noticed that some forms have the date 12/26/2019. Would this be an issue?
    3. Should I approach a congresswoman explaining that about my joining date? Will it cause unnecessary attention/delay/declining to my application/request if I approach through congressman considering it's within the normal processing time?
    4. Do they consider filling the 'Outside normal processing time' form before the end of 5months?
    5. Will the change of visa status from H4 to F1 delay the background process?
