Lightbulb First F-1 visa stamp( August 2016 - July 2021) and I got rejected 2 times for another F-1 interview

    Dear Friends,
I did my first MS in US and my first F-1 visa is valid from August 2016 - July 2021. I worked for 1.5 years( 2017 - 2019) after my MS and in Sept 2019, I plan to do my 2nd MS in US. So I went back to my home country to get a new F-1 visa for this second MS university. But my visa was refused twice during the visa interview.

However, I do not have any "Cancelled" or "Invalid" stamp on my first F-1 visa which is valid from August 2016 - July 2021. Do you think I can still travel to the US without any problems at CBP/immigration? Does it mean that my visa is still valid? I have the new I-20 and SEVIS paid as well.

Does anyone know what the immigration officers look at on their screen when the scan the passport at CBP?

    What are your thoughts?
