    OPT Application - RFE due to failure to graduate

    I have applied for post-completion OPT, but failed to graduate in the summer by August '19. That caused my SEVIS to be extended to December '19 in order to re-take the course. So USCIS noticed the change on SEVIS end date and sent me RFE to verify the eligibility code. I'm wondering how can I explain the situation to them, and would they accept it with the fact that I'll be done with the course in few weeks, meaning I'll graduate?
    I can maybe have the school write an evidence that I will be able to graduate by end of Fall '19, but not sure if that will convince them. My RFE is attached.

    I know of a friend attending Cumberlands who also failed to complete the program in August, and got extended to December, but she still got her OPT approved and received her EAD card 2 weeks ago. Not sure why is it different in my case.

    Please advise if anyone has been in a similar situation or know someone who has.
