H1 to F1 (16 yrs exp., H1B exipring this may)

Hello Team, For personal reasons, I cannot go back to India and would like to do further studies here in the US. I would like to seek information on -
    1. Are there any PhD options as soon as possible without writing GRE/TOEFL or is it a must?
    2. Are there good chances for me to get the F1 approved?
    3. Would I be eligible for Day1 CPT if I get accepted for a PhD as soon as possible.
