    H1b transfer after H1 and i94 expiry

    I had H1B valid till 1st November 2018 and my employer filed for an extension before the expiry but my project is ending this Friday so my employer is withdrawing the extension application next week which would mean I would have Unlawful status from coming Monday.
    1.) I am in talks with a different employer who is ready to transfer the H1B but I am not sure if he would be able to file it before my current employer withdraws my H1 extension application. Can the new employer file for an H1 transfer after the current employer withdraws it? Is it safe to stay in US after the new employer files or shall I leave and come back after it is approved?
    2.) If I fly back to India, can a new employer file an application to re-open my expired H1B since I was already capped or do I have to go through the lottery again?
    3.) With an expired i94, can I move to F1 or do I have to exit/reenter the country?
