    F1 to H1b COS question

I was employed by Employer A on STEM OPT at a client location. My STEM OPT expired on 12th April 2018. Employer B filed my H1b as a Change of Status (from F1 to H1b) on April 1st. My petition got picked for adjudication. Employer A did not file H1b because they are subcontracting firm.

After providing receipt notice I-797C from USCIS, my university issued CAP GAP I-20 on the name of Employer A. However, Employer A is now saying that they can not hire me because of change in rules (bonafide employer relation) by USCIS.

My question is can I stay in the US until I hear back about my H1b approval (thru Employer B)?
