AFAIK (pls correct if wrong)
Any one who is considered a resident alien for tax purposes needs to be compliant with Obamacare (OPT students incl.)
Your insurance should have started before March 31st, Jan 1 is not the last date

Healthcare should be a basic human right for everyone. No life should be deemed less important or valuable just because they can't afford health care. However, the Obama Administration's Affordable Care Act (http://personalmoneynetwork.com/moneyblog/2012/10/01/romney-healthcare-plan/) might cost American households about half of what they would pay under Mitt Romney's proposed healthcare plan. That was the conclusion of a recent study.

You need healthcare insurance in the US whether it is required by law or not it is very expensive if you fall sick or you are injured while you are in the US. You may not have to apply for health insurance through Obamacare but you may get a better deal in the health insurance marketplaces. Check out the flowchart at http://www.visitorguard.com/international-students-exchange-visitors-ppaca-eligible/ to see if you have to get an Obamacare plan.
